Effective Wednesday, July 1, the State of Nevada will no longer recognize concealed weapon permits from Utah. Nevada, on the other hand, has added Ohio and West Virginia as recognized states.

Minnesota Permit to Carry/Renewal (Concealed Carry)
- Expect to spend at least four hours in the classroom for the Minnesota Permit to Carry (Concealed Carry). You will receive a student packet to follow along with the presentation. We encourage you to ask questions and provide input into the class experience.
After the classroom session, the law requires that all permit candidates must pass a shooting proficiency test. You will be evaluated on proficiency and safe handling of the handgun. Renewal classes for the Minnesota Permit to Carry is also available at a discount for returning students.

Utah Permit to Carry (Concealed Carry) - If you have taken your Minnesota Permit to Carry with Rusty, you are eligible for a reduced fee. You will receive handouts on the Utah Permit to Carry, Minnesota Permit to Carry and North Dakota Permit to Carry Laws, a resource disc with additional information, and other supporting documents. This four hour + class will have additional information on the Minnesota Permit to Carry and the North Dakota Permit to Carry. You will have hands-on weapons familiarization in the class room with Rusty's handguns and training ammunition. We can roll your fingerprints, take your passport photo, make a copy of your drivers license and notarize your application in the classroom to assist you in completing the application process. The Utah Permit to Carry is a great addition to the Minnesota Permit to Carry because of the greater number of states honoring the Utah Permit to Carry, including North Dakota. North Dakota Permit to Carry (Concealed Carry) - North Dakota requires the applicant successful complete a 10 question open book test (one hour to complete) prior to applying for the 3 year permit. You will be provided with the North Dakota Permit to Carry Manual in the classroom. You can download the North Dakota Permit to Carry manual prior to the class. The Utah Permit to Carry is a great addition to the North Dakota Permit to Carry because of the greater number of states honoring the Utah Permit to Carry, including Minnesota.

Where can I get a permit to carry a pistol?
For Minnesota residents, individuals may obtain a Minnesota Permit to Carry a pistol by submitting an application (provided by Rusty in the classroom) and other related documentation (Certificate of Completion of the training provided after the classroom/weapons qualification) to the Sheriff in the county where the applicant resides. Non-residents may apply to any Minnesota county Sheriff.
How long is my permit valid? Permits are valid for five (5) years from the date of issuance. The Minnesota Permit to Carry also serves as a permit to purchase during that five year period.
What is the cost for a permit to carry? The fee for a permit to carry will be determined by the county sheriff, not to exceed $100.
Do I need to have my permit with me when carrying my pistol? Yes, the permit holder must have the permit card and a driver's license, state identification card, or other government-issued photo identification in immediate possession at all times when carrying a pistol and must display the permit card and identification document when requested by a peace officer.
Where is my Minnesota permit valid? Minnesota permits are valid throughout the state of Minnesota. Individuals interested in determining whether a Minnesota Permit to Carry is valid in another state should contact that state directly to determine what the carry laws are. You may also find Handgunlaw.us a great resource for the list of states you can carry concealed.

Rusty will have an application in your training packet. You will be provided assistance in completing the application as necessary.
What Will it Cost to Apply?
A non-refundable fee of $65.25 must be included with your application. This fee consists of $35.00 for application and permit processing and $30.25. charged by the F.B.I. to process your fingerprint cards. Please make checks and money orders payable to the "Utah Bureau of Criminal Identification".
Who is Eligible?
*Minimum requirements for application for a concealed firearms permit in Utah are:
Applicant must be at least 21 years of age
Proof of good character...whereas the applicant;
°has not been convicted of a felony;
°has not been convicted of any crime of violence;
°has not been convicted of any offense involving the use of alcohol;
°has not been convicted of any offenses involving the unlawful use of narcotics or other controlled substances;
°has not been convicted of any offenses involving moral turpitude;
°has not been convicted of any offense involving domestic violence;
°has not been adjudicated by a court of a state or of the United States as mentally incompetent, unless the adjudication has been withdrawn or reversed
*A criminal background check is conducted for all applicants
What Must Accompany the Application?
A Photocopy of your Driver License. We will make a copy of your Driver's License.
Photograph. One recent color photograph of passport quality.We will take your photo.
Fingerprint Card. One fingerprint card. Must be filled out completely. Writing and prints must be legible. Fingerprint should be taken by a trained fingerprint technician. Fingerprint cards that are not legible will be returned to the applicant and will cause a delay in processing the application. We will roll your fingerprints.
*Fingerprint services are available from BCI or may be offered through your local law enforcement agency. There are private businesses that also offer this service. Check in your local phone directory. Photos and fingerprints may be obtained at BCI (3888 W 5400 S, Taylorsville, UT. The cost is $13.00 for 1 photo and $13.00 for up to 3 fingerprint cards.
Weapon Familiarity Certification. Applicants must complete a firearms familiarity course certified by BCI. The course must be completed before you apply for a permit. Rusty is a certified instructor with the State of Utah and will provide Notary Services.
An North Dakota Concealed Weapon Permit application form must be filled out. The form can be obtained from Rusty in the classroom.
A written test must be taken by the applicant and administered by Rusty, a certified Test Administrator by the BCI.
Following successful completion of the test, the permit to carry applicant must submit the following to his/her local law enforcement agency: the application, two color photos (size 1" X 1¼") (these photos are available in your classroom by Laura for $5.00) and a check for $25 made payable to the North Dakota Office of Attorney General.
The local law enforcement agency will review the application, conduct a local background check, determine the applicant's ability to obtain the permit, and forward that information to the BCI.
Fingerprints will be taken at the local law enforcement agency and submitted to the BCI with the application.
The BCI performs state and national background checks on each applicant. Additionally, each applicant's fingerprints are searched through the regional Automated Fingerprint Identification System.
Upon approval by the director of the BCI, the applicant is issued a permit that is valid for a period of three years.
North Dakota Permits for Nonresidents
Nonresidents of North Dakota can apply for a North Dakota Concealed Weapon Permit. Contact the BCI at (701) 328-5523 for an application and information regarding certified instructors. Again, these applications are available through Rusty in the classroom.

Age Required to Apply for a Permit
Eighteen
Testing Requirements, Fees, and Test Administrator Information
Testing must be conducted by test administrators (Rusty) certified by the BCI. Many law enforcement agencies throughout North Dakota have officers who can conduct the tests.
The maximum fee that test administrators may charge is twenty-five dollars for each written test. Rusty charges $20.00 for the test administration.
The written test is open book and consists of ten questions. The North Dakota Permit to Carry Manual is made available in the class room.
Where do I get a Personal Photo?
Any business that takes passport photos will be able to take the photos for you. We make the photos available to you in the classroom for your convience. The fee is $5.00.
Some law enforcement agencies may also take the photos for you.
Polaroid photos may work, but please keep in mind that the photos must contain a head and shoulders shot that is 1" X 1¼
Permit Renewal Process
Prior to expiration, a reminder card notifying the permit holder of the need to renew is mailed to the last known address provided to BCI.
The renewal process may be started no earlier than 45 days prior to the permit expiration date and no later than 90 days after the permit expiration date.
The standard application form is used for renewals. The renewal box at the top of the application should be checked.
Approval for renewal must be obtained by the chief of police and the sheriff in the city and county in which the applicant resides.
Repeating the written test is not required for timely renewals.
Submission of fingerprints is not required for timely renewals.
Two 1" X 1¼" color photos must be attached.
A $25 check made to the Office of Attorney General must be included.
If the renewal process is not started within the designated period (45 days prior to expiration and up to 90 days after expiration), the individual must begin as a new applicant by taking the test again, etc.
Reasons a Permit Might be Denied
Any material misstatement made in the application process by the applicant.
The applicant is prohibited by state or federal law from owning, possessing, or having a firearm under that person's control.
For any other good and valid cause as determined by the Chief Agent of the Bureau of Criminal Investigation and subject to review. (This section will not be used arbitrarily to deny or revoke a permit.)
If There is a Change in the Permit Holder's Address
The following information should be forwarded in writing to the BCI:
Full name
Permit number
Old address
New address
An updated permit will be issued at the permit holder's request. A new set of pictures must be provided. No fee will be charged.

Once you have completed the above, the following is HOW TO APPLY:
Fill out the application packet we have available for our students. The application packet includes the form to be filled out, a copy of Chapter 790, Florida Statutes, a fingerprint card, and a return envelope for the completed application. The information provided below is an overview of the application process. Additional information is provided in the application instructions booklet included with your application.
Read and study the copy of Chapter 790, Florida Statutes. (We make this packet available for you).
Have a passport-style, color photograph made. (We will make this picture for you).
Get verification of training that satisfies the training requirement. The application lists acceptable documents. Make a photocopy to send with the application as an original cannot be returned. (We will provide you with the necessary documentation required).
Get certified copies of court documents relating to any criminal charges against you.
Take the fingerprint card to a local law enforcement agency and ask to be fingerprinted. In addition to providing fingerprinting services for the traditional "hard-card" format, electronic fingerprint devices are available at almost all 67 county sheriff?s offices in the state. Complete the application. Either print clearly with ink or type the information. (This is included in the Application Packet)
In the presence of a notary, sign application. (We will notarize your document).
Submit a check or money order for the license fee payable to the Florida Department of Agriculture and Consumer Services. This fee is not refundable.

The Florida Concealed Weapon or Firearm License is valid for a period of 7 years. Approximately 90 days prior to the license's expiration date, the Division automatically sends a renewal notice to the address we have on file for the license holder.
